The rack is the safety boundary. Thule’s instructions set a 6 year minimum, a 22-35 kg child range, and specific carrier width, tube, and load requirements. Do not mount it on an ordinary lightweight pannier rack just because the rails look close; confirm the rack standard or use a cargo bike setup designed for passengers.
